The Gram Sabha of a village consists of all the people whose names are included in the electoral roll relating to a village within the territorial area of a Grama Panchayat.
A voter in a ward is a member of the Gram Sabha/Ward Sabha of that ward.
📌 Convenor
The ward members and ward councillors of a Grama Panchayat are respectively the conveners of the Grama Sabhas and Ward Sabhas.
In necessary circumstances, another ward member may be appointed as the convener.
🎙️ Chairperson
The Gram Panchayat President presides over the Gram Sabha, and the Municipal Chairperson presides over the Ward Sabha.
In their absence, the Vice President, Deputy Chairperson, or Convenor will perform the duties.
📅 Meeting Management
The responsibility for convening the meetings lies with the ward member, who is also the convener.
✅ Quorum
The quorum is 10% of the total number of voters.
When an adjourned meeting reconvenes due to the quorum not being met, the quorum will be 50 members.
📝 Special Meeting
If 10% of the voters in a ward make a written request, a special Gram Sabha/Ward Sabha must be convened within 15 days.
🤝 Co-ordinator
The officer designated by the Grama Panchayat/Municipality will act as the coordinator and assist the convener.
❓ Questions and instructions
Members can submit questions and suggestions in writing before or during the meeting.
📜 Themes
Resolutions may be passed on a majority basis on matters within the jurisdiction of the Gram Sabha/Ward Sabha.
⚙️ Duties and Responsibilities
🏗️ Project planning and implementation
- Collect the information required for development projects.
- Prepare project proposals and set priorities.
- Provide volunteer service and financial assistance.
💧 Public infrastructure projects
- Suggest locations where streetlights should be installed.
- Suggest locations for public water supply taps and wells.
- Provide suggestions for sanitation and irrigation projects.
🛠️ Maintenance Works
- Know the estimate details of the works.
- Assist and monitor beneficiary committees.
